Also to your specific example, yes, it is. Constitutionally, the president is not allowed to initiate wars without approval by congress. This has been pissed away for longer than I’ve been alive, using ‘authorizations’ but it’s still largely there. (Korea, Vietnam. Iraq/Afghanistan, etc.) the only currently still active war authorization is related to the 2002 authorization meant to go after the people behind 9/11, and any attempt to link that to Venezuela is going to be a lie. (never mind Greenland and the rest of NATO.)

Minnesota, it’s the hicks in the out state. Duluth is a bit mixed, but more progressive than the rural areas surrounding it, and you get up towards Roger’s and suddenly it’s trump country. Same going south, too.

The twin cities and Duluth pretty much makes me blue. (And we’re not as reliably blue as many would care to pretend.)

Generally, state agencies are not allowed to operate outside their respective states. Like they can’t just go to another state and arrest the guy.

If they fled to, say Florida or Texas, and Minnesota wants them they file a warrant and maybe ask the Feebs to execute it; or they ask the state that’s harboring them.

But no one has any particular obligation to do so- especially if, as is the case for trans procedures and affirming care out of state, it’s not a crime in the harboring state.
